In January of 1781 by Legislative Act, Virginia yielded all of her lands Northwest of the Ohio River, \"on condition that if her lands proved insufficient to cover her previously granted bounties, lands would be made available between the Scioto and Miami Rivers to honor the bounties that Virginia had granted to her veterans.\" Congress by an Act of the 13 September 1783 agreed to accept the cession of lands on the above condition. In March of 1852, an Act was passed by Congress to take care of all previously awarded, but unsatisfied Military Land Warrants.
