The act provided for statewide enumeration of the county level of certain personal property and land. It also created a permanent source of revenue for the operation of government in Virginia. This CD contains an abstract of the auditor's copy of the Loudoun County, Virginia personal property tax lists from 1782-1850. The entries appear in the same order as presented on the lists. They were grouped by first letter of surname, but not in strict alphabetical order. Loudoun was divided into two or three districts, or battalions, for the purpose of recording names and collecting taxes. A search should be done on all three lists for any given year. Information recorded in Virginia personal property tax records changed gradually from 1782 to 1865. The early laws required the tax commissioner in each district to record the names of the persons chargeable with the tax, the names of white male tithables over the age of 21, the number of white male thithables between 16 and 21; the number of slaves both above and below 16, various types of animals such as horses and cattle, carriage wheels, ordinary licenses and even billiard tables. These taxable items and assets remained substantially the same until the twentieth century, with one significant change. The abolition of slavery meant that male African-Americans, age 21 and above, were taxed by name for the first time in 1866.

The book is completely searchable. This valuable segment of our history is preserved in the Road Cases that come from the records of the Old Loudoun County Court as recorded by Charles Binns, Clerk of Court, now in the custody of the Circuit Court. Among other duties, the County Court was then responsible for contracting for and overseeing the development of public improvements including concerns related to circulation. They exercised legal authority over and allocated public expenditures towards travel and transportation according to the customs of the people, especially those ways connecting town and city, courthouse, church, bridge, ferry, gap, ford, market and mill. The Road Cases contain orders to view and report, viewers' reports, petitions, reviews and a relinquishment. Each one of them was written on a sheet or scrap of paper in pen and ink, usually on both sides, and signed by several different people, normally. Old Loudoun County was then bigger as it stretched from the Blue Ridge eastward all the way to Difficult Run, and from the Potomac River southward to the mouth of Rocky Run. Soon after a church building was constructed, burials began around it. The Lutheran pastors began recording burials in 1785. The earliest burial is not known as there are many unmarked graves. The earliest readable inscription is that of Isack Vckens (sic) 1770; however, the majority of the stones are from the 1800s. Mrs. Aurelia Jewell copied information from the headstones in 1949. Some of the stones she transcribed are no longer present or are not legible; seventy-eight stones have since been found and are included in this book.

The book is organized in three parts: an alphabetical list, a row order list, and an index for names other than the decedents. The alphabetical list is arranged by the surname of the deceased; the row order list is arranged by cemetery row. Entries include: location of the grave (stone and row), full name of the deceased, dates of birth and death, and other names (parent(s), spouse, consort, and/or children) and relationships (when stated). Index entries refer to other people on the headstone (not the decedent) followed by the row and headstone number (not the page number).
