The first part of the book lists, in order of date, letters to and from the Continental Congress, memorials and reports. Each entry gives the name of the sender and then goes on to give details on the receiver, the subject matter, references to other documents, and names of individuals and ships mentioned. The second part consists of "Bonds of the Letters of Marque." Here the author has arranged the entries, again in order of date, to not only give details on the ships and their bonds but also the names, and where possible, the hometowns of the people involved: the owners, the bonders and the witnesses, the masters of the ships and in some cases even the boatswains and mates.
