Investigation of real estate bondholders' reorganizations was first proposed in the House of Representatives when Representative Thomas O'Malley of Wisconsin introduced House Joint Resolution 137, 73d Congress, on March 30, 1933. This resolution was not acted upon. On February 5, 1934, Representative O'Malley presented a second resolution authorizing an investigation of bondholders' real estate committees, reorganizations, bankruptcies, and receiverships. It did not go beyond the House Committee on Rules. Thereafter Representative Kent E. Keller and Adolph J. Sabath, both of Illinois, introduced similar resolutions.
