This volume continues the publication of the public records of the Colony of Connecticut, from the union with New Haven Colony to 1677. It is designed to "supply a full and literally exact copy of the original records." Information cover the state's charter; records of the General Court, 1665-1669 and 1670-1677.

About 200 pages are devoted to the Journal and correspondence of the standing Council, or council of war, "from the commencement of the great Indian war in June, 1675 to 1677."
