The need to preserve the vital official records on the state and local levels always has been recognized by any government based on the rule of law. Non-current records have not always been cared for properly. Attempts have been made to assist the local officials, but these were primarily inventories of records destroyed by fire or war.

In 1634 Charles City, having been named for Charles I of England, was established as an original shire of the Virginia colony. The court of Charles City was first called a monthly court and did not acquire the title of county court until an Act of Assembly in 1642/43 made the designation official. Twenty years later the officers of the court had their titles changed from "commissioners" to the court to "justices of the peace," a form that continued for approximately two hundred years.
