William Justice Parks (1799-1873) was born in Franklin County, Georgia. He was admitted on trial in 1822, ordained a deacon in full connection in 1824 and an elder in 1826. His appointments were numerous, most of them being in the Georgia conference. When the Georgia Conference was formed from the South Carolina Conference in 1831, he served as Presiding Elder. In later years, he was an agent for Emory College.
