Carter County, the first county created by the General Assembly of the State of Tennessee in April 1796. These records are the day by day dealings of the county court as they met quarterly and handled the deeds, wills, estates, orphans, roads and many other activities that a county will handle.

“May 1819 - Ordered by the Court that Joseph Cobb appointed overseer of the public road in the room [meaning instead of...] of Moses Estep and that Julius A. Dugger and all the hands living on stoney creek above Julius be the hands to work on said road.”
