Clay County located on the Kentucky border with Tennessee was established in 1871 from lands taken from Jackson and Overton Counties. The collection of these records was the product of the Works Project Administration, part of the New Deal established by the Roosevelt administration as a way of bringing the nation out of the depression. People were sent into each county of Tennessee to gather information from private individuals with Bibles in their possession and also to tour cemeteries and catalog the burials.
