Franklin County, Georgia was created in 1784 and was considered the eighth county of the state. It is located in the northeastern portion of the state boarding South Carolina along the Savannah River. The Superior Court of the county had jurisdiction over all criminal matters, civil cases involving title to land, appeals from Inferior Court decisions, divorces, grand juries, and registration of land deeds.
